Why ask me to encode/confirm series of characters before i send email .?

after i compose my email and chose my recipient and hit send, the box with alpha-numeric characters pop up and ask me to encode and confirm before my message can be sent. lately all my mails were not received. i am from philippines,i can receive mails from philippines but i cannot receive from india and china or vancouver, canada. I'm using the clic yahoo version.
