I want to strap a ceiling but don't know how.?

I am doing up my house and want to add insulation, it is a flat roof so can't lag the loft. The ceiling are high 10'. Can I strap the ceiling about 6" below the existing ceiling, add insulation and just drywall it? If I can how do I go about it?
