Is this a Price formula Indian People confused to find the truth of Petrol,Diesiel price rise ?

I am convinced but who will bell the cat. Petroleum companies are golden goose for Central & State Governments and they do not want to fix a certain amount on each litre but charging tax on percentage basis hence their kitty is always growing with increase in the basic cost and that too without any efforts. Whether a state is run by Communist, BJP or congress but for looting the people they are one.
